Bowie Marketplace Apartments
An apartment building is proposed on the vacant parcel behind Bowie Marketplace Shopping Center as part of a mixed-use development.
Existing Development: 134,992 square feet of retail uses as part of larger shopping center (opened October 2016). A 3,470 sq. ft. bank building is under construction between Chick-Fil-A and the Shell gas station. There is also approximately five acres of vacant land located at the southern end of the shopping center for proposed residential use.
Proposal: 225 multi-family apartment units in a 4-5 story building with structured parking. Design drawings are being prepared for future building permit submission.
Location: West side of Superior Lane, approximately 700 feet south of MD 450

January 3, 2017 - The City Council voted to approve the Conceptual Site Plan, Preliminary Plan of subdivision (with conditions) and Detailed Site Plan (with conditions).
June 8, 2017 - The Prince George’s County Planning Board conducted a hearing on Detailed Site Plan #17002 for 225 multi-family apartment units at Bowie Marketplace. Other than City staff, Bowie resident Larry Swank was the only one to speak during the hearing. Mr. Swank indicated his opposition to the density of the project and then spent a great deal of time discussing his concerns with buffering to the single-family homes on Scarlett Lane. Mr. Swank pointed out that the presence of BGE overhead electric wires located on the adjacent single-family lots will inhibit the proposed landscaping from becoming an effective buffer, and he suggested the developer contact BGE to have the lines buried underground. He also recommended that the balconies on the south elevation be eliminated.
Attorney Andre Gingles explained that the proposed balconies will be recessed behind the building line, with one exception, and are an important amenity. Mr. Gingles agreed to work with BGE to address the most appropriate way to buffer the single-family homes.
At the conclusion of the hearing, Commissioner Washington moved approval of DSP #17002, with two conditions recommended by M-NCPPC staff. The conditions relate to minor notation revisions and a requirement that the recreation facilities be completed prior to occupancy. Commissioner Doerner seconded the motion, which passed unanimously.
