Consolidated Annual Performance and Evaluation Report (CAPER)
As an Entitlement Community under HUD’s federal Community Development Block Grant (CDBG) Program, the City of Bowie solicits public participation in the development of the Consolidated Annual Performance and Evaluation Report (CAPER) every fiscal year.
Attend a public hearing to learn more about the CAPER and give comments. The public hearings are scheduled every year in August and September at City Hall.
The Consolidated Annual Performance and Evaluation Report provides a yearly accounting of CDBG and other funds allocated towards the implementation of the goals and objectives outlined in the Five Year Strategic Plan included in the Consolidated Plan for Community Development (Con Plan). The Con Plan identifies community needs and proposed solutions in the areas the following areas:
- Housing
- Special Needs
- Economic Development
- Non-Housing Community Development
The City’s CDBG program include the Single Family Housing Rehabilitation Program and Workforce Development Program. The Single Family Rehab Program helps low and moderate income residents make energy efficiency-related updates and repairs, and assists those who are disabled with making accessibility modifications to their homes. The Workforce Development Program is free and available to all Bowie residents aged 15 - 25. For more information, including an online library of training videos, visit the Workforce Development Program page.
During the Consolidated Annual Performance and Evaluation Report (CAPER) planning process, the current CAPER and attachments are available online for review and comment from the public. After the public comment period, the CAPER is presented to the City Council for approval and adoption at a public meeting.
